The flashing effect is controlled by a Timer IC ( LM555), Both the timing and duration can be controlled by the two trimmer resistors. You can modify this project by connecting LED’s instead of Bulbs. In this way, you can extend the life of your battery.This is a good DIY to have a safe bikeride during night time. Yes,this is a very good example on the uses of the 555 Timer IC
Just replace the bulb with the LED taking note of its polarity (shorter leg on pin 3). Also you can connect more LEDS in parallel instead of just one. Good Luck
